Director of Community Services

The Department is responsible for the provision of community development services and social protection programmes. The Department is also  responsible for the management of Council properties and housing units, as well as administration of bus stations and market facilities. It is also  responsible for provision of library services, management of Archives, cultural matters, sports and recreation activities and skills development.

 The Department performs the following specific functions:

Conduct registration of community voluntary organisations;

Coordinate and implement social protection programmes;

Manage Council properties and housing units;

Coordinate the upgrading of unplanned settlements in the District;

Manage bus stations and markets in order to facilitate smooth operations and enhance revenue collection;

Provide library information services;

Develop and rehabilitate culture infrastructure and facilities in the District;

Develop cultural and creative industries in order to promote cultural goods and services in the District;

Maintain inventory of all cultural practices, activities, assets, tools and equipment in the District;

Facilitate the mobilisation of communities in the participation and promotion of cultural activities;

Manage Archives in order to preserve historical events;

Manage sports and recreational activities; and

Coordinate skills development.

1. Social Services Section

The Section is responsible for the provision of social welfare and community development services, cultural affairs, sports and recreation activities and skills development in order to promote the wellbeing of the community. It also provides library and archiving services in order to provide reference materials and preserve information.
The Section performs the following specific functions:

Provide community development services;

Coordinate and implement social protection programmes;

Manage cultural matters;

Manage sports and recreational activities;

Manage skills development programmes; and

Provide library and archiving services.

Units Under Social Services Section

The Unit is responsible for the provision of community development services in order to improve the wellbeing of the community.The Unit performs the following specific functions:

Manage the planning and coordination of Community based programmes in the District;

Provide skills and competence-based training and community education programmes in communities;

Empower disadvantaged women and women groups through provision of entrepreneurial skills, life skills, grants, equipment and collateral free micro-credit facilities;

Conduct research in community development programmes and projects; and

Promote community-initiated self-help activities, volunteerism, mind-set change and transformation in communities.

The Unit is responsible for coordinating and implementing social protection programmes in the District.
The Unit performs the following specific functions:

Develop and implement social welfare strategies for children, youth, men, women, older persons and persons with disabilities;

Protect and promote the rights of victims of abuse, human trafficking and gender-based violence;

Provide physical, mental, emotional, spiritual and economic support to disadvantaged children, youth, men, women, older persons and persons with disabilities;

Provide adoption, foster care; and Juvenile Correctional and Probation Services;

Establish and manage Places of Safety for victims of Human Trafficking and Gender Based Violence;

Regulate registered Children’s Homes;

Conduct research in social welfare programmes and projects; and

Collaborate with local, regional and international stakeholders on issues related to social welfare.

The Unit is responsible for the development of community sporting activities in order to promote commercialisation of various sporting disciplines. The Unit performs the following specific functions:

Facilitate the development of modern sports infrastructure by establishing, rehabilitating and maintaining multi-purpose community, school and council sports facilities;

Identify and harness sport talent at community, school and district council level;

Registration and accreditation of district sport associations, district sport Non-Governmental Organisations, Sport Academies and other sport institutions at district level;

Facilitate and promote the commercialization of sport at district level;

Undertake research on sport development and policy related matters at district council level;

Initiate, develop and review by-laws and policy on sport at district level;

Coordinate, implement and regulate sport development legislations at district level;

Management of district council public sports infrastructure;

Facilitate the development and establishment of centres of sports excellence at district level for high performance in sport;

Promote sports education in the school curriculum at district levels;

Mobilise funds for sport development at district level; and

Promote the local manufacturing of sports equipment.

The Unit is responsible for preservation and promotion of tangible and intangible cultural heritage for posterity.
The Unit performs the following specific functions:

Build capacities among communities to safeguard Zambia's folklore, the tangible and intangible cultural heritage;

Collaborate with local, regional and international stakeholders on Culture and folklore;

Facilitate training in culture and folklore;

Facilitate and promote research in culture and folklore;

Mainstream culture and folklore in tourism;

Monitor and evaluate culture and folklore programmes and projects; and

Provide entertainment at state and public functions.

The Unit is responsible for the provision of Library information services. It is also responsible for the collection, care and control of semi-current and non-current records in order to safeguard them and ensure lawful access.
The Unit performs the following specific functions:

Develop and review collection policies and Library manuals;

Implement appropriate rules for reference services in order to safeguard records and facilitate access and use of information;

Provide library services to support research;

Storage and preservation of archive information for future reference;

Facilitate the digitalisation of archived information to make it compatible to current technology;

Conduct record surveys in public institutions to determine records due for transfer to the Records Centre;

Collect semi-current and non-current records to ensure their safe custody and facilitate lawful access;

Arrange and describe semi-current and non-current records in order to facilitate lawful access by Public institutions that created the records and the general public; and

Identify records in order to facilitate their appraisal.

2. Bus Stations, Markets and Housing Section

The Section is responsible for the administration and management of bus stations and markets, provision of housing and social services and management of accommodation. The Section performs the following specific functions:

Manage bus stations and markets;

Provide Housing and Social Services;

Coordinate the upgrading of unplanned settlements in the District; and

Manage Council Properties.

3. Local Tourism Unit

The Unit is responsible for promotion of local tourism in order to market tourism attractions in the district and contribute to local economic development.
