The Constituency Development Fund was first established in Zambia in 1995 to fund micro-community development projects. The Act that guides the management and implementation of CDF has undergone several amendments over the years, the new and expanded scope of the CDF now looks at various other components among others; Secondary School Boarding Bursaries, Youth and Women Empowerment grants, Loans and Community Projects.
WDC committees are the grass root link between the communities and the Local Authorities, they are formed in each ward through an electoral process in which residents of each particular ward select representatives among themselves to pick community leaders who will represent them in the handling of the affairs of community development.
The WDC is a nonpartisan committee with the sole purpose of steering the developmental agenda at the grassroots and closer to the community. Members are elected into office through an elective process overseen by the Local Authority.
The constituency Development Fund Committee is responsible for receiving the list from the Ward Development Committee within the constituency, reviewing the project list received and recommending to a Provincial Local Government Officer a proposed project list; and receiving and considering annual reports and returns from the constituency.
